Mashed Potatoes
  1. Peel the potatoes and cut into cubes, place in cold salted water and bring to a boil. Once potatoes start boiling turn down heat to a simmer and cook 10 to 15 minutes. Drain potatoes and mash with milk and 2 TBLSP butter until smooth. season with salt and pepper to taste. Set aside
Filling and Topping
  1. Brown ground sirloin in a large saucepan over medium high heat. Remove browned ground sirloin form pan and drain excess fat, reserving 3 TBLSP of fat.
  2. Put the reserved fat in a saucepan, add onion, carrots and celery. Sweat for 5 minutes. Return ground beef to pan along with parsley, thyme, Worcestershire, and nutmeg. Simmer for 2 minutes, add flour and cook for 2 minutes. Add broth and peas and simmer for another 3-4 minutes. Season to taste with salt and pepper.
  3. Transfer filling to a casserole dish or lasagna pan. Top with mashed potatoes. Make sure to create a seal around the edges to prevent filing from bubbling over. Smooth out the potatoes. You can use a fork to etch a design into the potatoes. Cut remaining 4 TBLSP of butter into small cubes and sprinkle over the top of the mashed potatoes.
  4. Bake for 30 to 40 minutes or until mashed potatoes are golden brown.
